Neighbours have abandoned their dog outside?

My mom's next door neighbours moved house about a month ago, and they have left behind their dog in the garden. The dog has always lived outside and they have never played with it or taken it for walks. They are coming back to feed it every 2 or 3 days and say they intend to take it to the new house but the garden isnt ready for it yet.

It lives in a small fenced off section of the garden and has a tiny shed that he can sit in for shelter but it is full of garden tools and the door is wide open all the time and there was not even a blanket for him on these freezing nights.

My mom has been going round there every day and giving him extra food, and put a quilt in the shed for him. She also had to give him a bowl of water because they hadn't left him any. The grandchildren have gone round and fuss him when they can too.

Many of the neighbours informed the rspca of the situation. They came round and put tape on the key hole and found that the owner didn't come again for 3 days.

Neighbours have abandoned their dog outside?
You need to keep chasing the RSPCA... dogs can cope with being outside but the lack of food and water is definately not a good thing.. keep chasing them though because they have so much to deal with, they need reminding
Reply:I think it's time to call in the police. Animal cruelty is illegal. The police are there to stop illegal practices.
Reply:Well, I seem to realize that you're overreacting. Mostly, many generations of my kind of people can't control their dogs. I mean, come on, wouldn't you tie your dog up if it was going to chew some neighbor's head off? And don't forget Christmas. As long as the dog has food and water, I think it's pretty much okay.

Still, I'm trying to be serious here. So go ahead and give me a bad rating people! I also enjoy hate comments, and find them quite amusing.

But, keep on feeding the dog!
Reply:I'd call again and tell them I'm willing to take the pup if you can. Also if you know a breed or mix, you can do a search for a rescue group which may have more pull and more knowledge of how to get things done.

I hope your RSPCA and police are nicer than mine who immediately run to the neighbors to tell them I called.

Good luck to you and your mom and the pup.
Reply:Keep calling them, harrass them in fact. The dog won't survive long under those conditions. Even call the police if you have too.
Reply:If you are not getting any response from the police or RSPCA who I have found in the past to be totally useless, I would contact the local press and make it known what is going on. Then for the sake of their reputations one of the services would have to act. Either that or whats stopping you from going under the fence and getting the dog out, dont leave it at your mums though otherwise the family will trace it. Also the local council are good at solving these problems. Hope one of these suggestions help.
Reply:WHAT the RSPCA did nothing , call them and tell them if they do not take this dog you will call the local newspaper , every 3 days to feed the dog is not on and now you can't give the dog water.

If the RSPCA do nothing , keep on calling them again and again until they get the message and that dog gets a loving home he/she deserves.

like someone said take photos , videos for evidence.

Keep on at it until something is done.
Reply:You need to get on to the RSPCA again and again. The dog's owner has a fundamental obligation to make sure that the dog is not being neglected or maltreated and this is clearly not the case...

Every three days is scandalous. You should contact the RSPCA again and tell them that the owner has now blocked access by the neighbours to check on the dog and give it daily contact and water. If that fails, then contact your local paper. It will be a human interest story, it will expose the neighbour for the callous thug that they are and it will undermine the RSPCA... especially at Christmastime.

Believe me, the RSPCA will not want the bad publicity and they will shift themselves to sort it out quickly.

You could also contact the "Dog's Trust" at http://www.dogstrust.org.uk

They could also help.

Don't try to force the lock or attempt to get into the fenced off area as this could be considered breaking and entering and despite your efforts to help the situation, you will be making the situation worse for yourself. Judges and Magistrates do not always see the noble point of view - they just deal with the law being broken.

It you can, and the fence is not too high, take some steps or a short set of ladders and give the dog as much moist food as possible - this will help keep it hydrated. I'm more concerned about the freezing temperatures going across the country at the moment.
Reply:Report it again, and again and again. Try the local pet rescues and tell the police. This is abandonment.
Reply:this is soo cruel, to leave a dog out like that - without water! You should try to feed and and give it water - have a talk with the owner, ask him why he hasn't been giving it water and stuff.... If he doesn't seem to care for the dog, then i say try to help the dog nevertheless, ... you have your reasons to help if he doesn't.
Reply:Get the RSPCA, AND the police out. I don't think the RSPCA can actually act without the police being present. But this poor animal needs to be given proper shelter and to be fed properly. Well done to you and your mom for trying so hard on this animals behalf. I sincerely hope you get a good result. People like this should be banned from keeping dogs!
Reply:I would contact the RSPCA they will come out and investigate however I do know that if there is water and food been provided they will not consider removing the animal unless the animal looks in ill health.
Reply:keep on at the RSPCA or get in touch with another dog rescue charity. the RSPCA make a big thing of telling us to report cruelty and it is despicable that they are not taking action against these people and leaving the poor dog like that. get in touch with the police as well especially as he sounds a right piece of work. your mam is only thinking of that poor dog and should be commended for doing her best to make sure it is fed and watered and warm, which is more than the so called owners are doing for it.
Reply:someone should ring the police. In the meantime, get a big bloke to bash the fence down, and either you or someone else, take the dog indoors
Reply:Call the RSPCA back, and get them to do something. Or you could always call the police.
Reply:I would break into the garden take the dog and go to the RSPCA and say you found this dog wandering about!! They would have to take it!!
Reply:Contact the RSPCA again or call the police if they do nothing
Reply:Continue to call the rspca EVERY day until something is done, have your neighbours do the same. Although it is harsh, stop feeding and watering the animal, you are only helping these people in proving that thier dog is being cared for. If after 3 days the dog has gone without water, only THEN will you have a legal leg to stand on if you remove the dog from the premises, check this first with the rspca, ask them how long a dog must be left alone before it is considered abandoned and you can legally take it to them.. Be firm with them and tell them you are going to the police about it. Take photos and get as much evidence as you can that proves you only took the dog because it was definately abandoned and would have died otherwise. DO NOT take the dog without a life or death reason or you will be in trouble. Or, you could take the peacefull approach and ask the owner if you can house the dog until they are ready to take it back.
Reply:The law changed in April of this year inasmuch as owners have to ensure a dog has the ability to express normal behaviour. If he is not being taken a walk, is not given sufficient food and has inadequate shelter, that does not comply with the law. Call the RSPCA again. If they do nothing, call the police as if he is howling all night that is affecting your life too. Or do what my friend did, break into the garden and take the dog to a safe place so he can be looked after.
Reply:what is the rspca doing about it good on your mum going round and giving it extra food and water i'd do the same thing i think myself you should all keep badgering the rspca i thought they were supposed to protect ill treated animals not ill treat them as well good luck i'm glad that the dog is not next door to me as i would be doing my nut
Reply:call someone to get it

they deserve a better home

!
Reply:Get back on to the RSPCA and tell then its urgent and they need to remove the dog now. I'm surprised they haven't done so. Also phone your local paper with the story and name and shame the owner.
Reply:well,in the UK,they can get them taken to court for cruelty, but not much else, they could be banned from keeping a dog.
Reply:in my experience the rspca is awful they are a classic too big to care organisation, try the dog warden, the council or ask the police for their advice (dont use 999 though) good luck keep trying for the dogs sake.
Reply:As far as I know if the dog has food, water and shelter and the dog seems o.k. the RSPCA won't take action.
Reply:Call the police, or a smaller faction that takes care of animals. I'm not surprised teh RSPCA did nothing, they're too big and by the book.
Reply:I would have thought that they would have taken the dog into kennells by now.Keep ringing them and even if you say that you think the dog has hurt himself or something(just to get them there quicker).I cannot believe they havent helped the poor thing yet.Just keep on ringing them and good luck xxx
Reply:Right what you've got to do is nick the dog lol. If owners can't look after their pets then they shouldn't have got them in the first place. That dog deserves better, people like that make me sick, get a life. NICK THE DOG
Reply:omg! i hve had similar situations happen to me before. i cannot stand to see a defenseless animal suffer ecspically a dog. i just want to thank you and your mom for being so kind to animals. that was such a honorable thing you did. im glad that that poor dog has people like you and your mom around to make sure that its taken care of properly. thanks-from all of us dog lovers around the world.
Reply:call the RSPCA and report it again
Reply:If you say mom we'll assume you're American.
