Is my neighbours puppy normal?

I grew up with dogs in the house, and we had several puppies over the years with out dogs being bred. Anyway, our neighbour has 2 puppies, which appear to live in the shed, but they are often out roaming (usually in my garden). Anyway they must both be about 5/6 months old, and yesterday the female came down our driveway, and I tried to get her to come for a pat. I gave her some chicken, but everytime I put my hand near her, she freaked out and cowered down. I'v never known a puppy so young to do that. It was a mission for her to come close, but she would take the chicken out of my hand and then run away. I'm worried that they may be abusing their animals, but I don't want to make false accusations. have any of you had a puppy do this, that was not being abused??

Is my neighbours puppy normal?
As someone else said, this is not necessarily a sign of abuse. It sounds like the puppies have very little to no socialization at all, and this could cause them to be afraid of people if they are not used to being around them. I would talk to your neighbors about how they are raising their puppies...it doesn't sound like they have very much time to spend with them or they are not interested in spending time with them. Maybe you could gently recommend that they find another home for the puppies....
Reply:If they live in the shed, they haven't been socialized properly, and she may just be scared - I've seen dogs that I know for a fact aren't abused, and they are still very nervous and shy about meeting people because it's completely new to them.

It doesn't make it right, and it doesn't mean she's not abused, but it doesn't mean she definitely is.
Reply:If these people had dogs before and they were taken from them for bad treatment, then how could these people have dogs again? Places that remove animals from people usually keep records of questionable people who should not have pets. This dog could be abused. Call the Humane Society and tell them how the animal acts and see if they think if warrants a look see.

Maybe you are big to the pup and it scares her and that is why she cowers?
Reply:That's not proof of abuse. That could easily just be lack of socialization with people who do not live in the home.

Puppies need socialization, and the longer they go without it, the harder it will be to get them to trust other animals %26amp; people when they're older.
Reply:The pups most likely don't know how to react. They are not socializing. This is not abuse.Don't understand how you can keep 2 pups living in a shed. That as far as I'm concerned this is cruel.Pups need to be loved and played with. They need attention.
Reply:pups does that..they are really scared of people they really dont see everyday or they dont know well...pups dont trust other people...and its so hard to tell if theyre abused especially if theres no proof.or if u havent personally seen the owners abused their dogs...
Reply:It sounds like they haven't been socialized, so they are afraid of people. I would report them anyway. There is probably some sort of ordinance in your city against keeping animals outside in a shed.
Reply:take the puppies , get them vet checked and shots , alter them and lets all pray no more dogs have to live in a shed . IMO its abuse.
Reply:oh its hard to tell

sounds like the pup is really scared

and if you ask me the owner is pretty carless letting their 5 mnth old pup out in the driveway
